If public matches are empty, Squads is the mode that still has an opponent. It is not the same thing as a modded bot lobby.
From my notes.I separated three ideas that searches mash together: official Squads versus AI, local split-screen on consoles, and community "bot lobby" tools. Only the first two have store or wiki support. I am not linking client mods.
Start a bot match
From the main menu open Squads, choose local/offline play, then Wargame for multiplayer rules against AI or Safeguard for survival waves. Choose the map and rules available in your installed edition and start the match. Menu wording can vary by platform; DLC maps require that DLC to be installed.
On a supported console, connect the second controller and follow the on-screen join prompt before starting local play. The stores list two local players, not four-player local split-screen. Online co-op counts are a different feature.
What works offline
Squad Assault, Safeguard, Squad vs Squad and Wargame can be played offline. Wargame runs the multiplayer modes against bots. Safeguard is 1 to 4 players against waves: 20, 40 on Extended, or 100 on Infinite.
The Xbox store page lists local co-op as 2–2 and local multiplayer as 2–2. The PlayStation page lists 1–2 players. I found no official PC split-screen note, so I am not claiming PC has it.
Questions
Can I play Ghosts offline?
Squads and Safeguard can be played offline. The campaign is already offline and single-player.
Does PC have split-screen?
I found no official statement that it does, so this page does not claim it.
Is a bot lobby the same as Squads?
No. Squads is the in-game menu. "Bot lobby" in search usually means a community workaround, which this site does not provide.
