VOICE
Who voices Ghost?
Different performances across two continuities: Fairbrass for the original, Leach for the first reboot operator, and Roukin from MWII onward.
From my notes. The community wiki credits Craig Fairbrass for the original MW2 character, Jeff Leach for the MW (2019) / Warzone operator, and Samuel Roukin for MWII, MWIII and MW4. Ghost was mentioned at the end of the 2019 campaign, then released as an operator in Season Two in 2020; those are different appearances.
Does he talk?
Yes. Both versions have dialogue. Roukin performs the MWII and MWIII reboot role, with MW4 also listed by the community wiki.
A costume does not need the actor's voice. If you are buying a mask, that shopping is on the costume page, not here.
